美國總統歐巴馬6日在為期五天的美國與非洲領袖高峰會閉幕式致詞，宣布美國將協助非洲成立一支快速反應部隊，來支援美國與非洲聯盟的維和任務。他表示，美國將和曾有維和紀錄的六個非洲國家合作成立維和部隊，這六國是衣索匹亞、迦納、盧安達、塞內加爾、坦桑尼亞、烏干達。歐巴馬沒有細述新成立的維和部隊如何和非洲聯盟現有的2萬2000人AMISOM部隊相融。AMISOM是非洲聯盟成立，經過聯合國同意，在索馬利亞內戰裡維持和平的部隊。
