國防部長楊念祖因署名文章涉及抄襲，上任僅6天閃電請辭，對此，國民黨立委羅淑蕾今（7）日質疑，楊念祖論文抄襲傳聞很久，「為什麼當副部長不去爆他，一上任馬上爆？」對於下任國防部長人選，羅淑蕾則說，馬英九總統應該要撐得住壓力，「不要受制於軍方，總統自己要挺住」。

羅淑蕾質疑，踢爆楊念祖文章抄襲者的「動機是什麼？背後有誰在操縱？」她認為，「一定是軍方傳出來的，這是軍中反撲，這一定是沒有當上部長的人在反撲！」

對於外界質疑馬英九總統可能無法壓住軍方，羅淑蕾則認為，「今天換成誰當部長軍方都會反撲，總統要撐得住」，她也質疑，馬英九在用人的時候事先沒有調查，「國安局對於這些都沒有掌握住」，她認為，總統派不是軍方自己願意的人擔任部長，軍方當然反撲，「總統就要撐得住（壓力），不要受制於軍方」。

羅淑蕾批評，如果未來的部長人選還要用現有的軍頭，「軍中已經亂七八糟了，當然要找有管理能力、有魄力的人，總統自己要挺住！」
