民進黨立法院黨團在立法院舉辦「兩岸金融、電信開放的民主人權衝擊」公聽會，針對兩岸服貿協議未來生效後，允許中國知名的銀聯卡來台設分公司，金管會副主委吳當傑說，中國銀聯公司來台設立分支機構，但他們不是來發卡，是來做諮詢服務。吳說，讓銀聯卡公司來台開放設立分支機構，是為了讓銀聯卡可以來解決刷卡消費者爭議，讓消費者權益有保障，但是不能發卡。
