健保給付15年以上藥　若藥效未達標無給付

【蔡明樺／台北報導】衛福部今在立院報告《全民健康保險藥品價格調整作業辦法》，以及藥品「同成分、同品質、同價格」的價格調整原則，擬以藥廠是否取得PIC/S GMP認證做為藥品核價基準，4月起，健保給付15年以上的老藥，不管是原廠藥或PIC/S GMP的學名藥，健保給付價格相同，15年以上的老藥若品質、藥效無法達標，健保將暫停給付，無法改善品質的老藥，須下架退出市場。

衛福部今討論健保給付藥價辦法，攸關原廠藥及學名藥廠搶食1200億元健保大餅如何分配，但立委聚焦PIC/S GMP認證非藥品品質保證，民間監督健保聯盟日前踢爆，多項學名藥由PIC/S GMP藥廠生產，卻未進行藥效試驗，無法保證與原廠藥同成分的藥物療效相同，簡直拿民眾當白老鼠，要求未通過藥效試驗的學名藥，健保應停止給付。

食藥署長葉明功回應，該署評估包含處方變更需重新藥效試驗，及藥廠自請註銷許可證及變更回原處方的藥品共41項，已發文要求醫療院所下架、回收；中央健保署長黃三桂強調，被通知下架藥品，健保已停止給付。
