俄羅斯宣稱索契冬運是有史以來最安全的運動盛會，顯現他們對維安的決心，且在服裝上做了改變，要走親民路線。
維安預算達50億美元，索契冬運也投入大匹軍警人力，但屆時不會看到一堆身穿軍服的維安人員，軍隊會穿上更平民化的制服。
索契冬運組委會主席Dmitry Chernyshenko表示，軍隊的服裝看上會與大會工作人員服裝相似，但仍具有辨識度，且顏色也不太相同。
Chernyshenko說，軍方將呈現「友善」的形象，提供選手與觀眾安全上的保護工作，「這樣看起來我們也像是同一個工作團隊的成員。」
這也是第一次奧運中持有門票的觀眾需要再配有通行證才能進場，持票人需要事先提供護照編號照片，才能參與奧林匹克公園的活動。
由於俄羅斯過去跟監活動相當出名，Chernyshenko也澄清說，絕不可能有什麼嵌入式晶片來鎖定特定的選手與記者，也不會有跟蹤活動，那是小說才出現的情節。
