土地被有權占有，所有權的移轉可否解套？

土地是奶奶當初留給爸爸的，上面有一棟老建物有人居住其中，但當時不需要建照，但有住址。

那塊土地據說是奶奶賣給對方的，而對方當時是鄰居，但後來一直沒有過戶給人家，已過15年追溯期，但對方應該是屬於有權占有，這個我們知道。後來奶奶過世前，由爸爸辦理繼承，想說也很久了，想請對方搬走，而對方堅持土地當初是他們買的不肯搬。

現在有個機會能賣土地，想請問如果父親將土地以買賣方式變更所有權人後，該所有權人能否主張對方是無權占有而請求拆屋還地？難道所謂的有權占有適用永遠嗎？

因為這樣下去永遠都無法解決~我們不可能貼錢給對方，我們不是壞人，但當中有些因素繁雜不便交代，請知道的解答。
