記者呂烱昌／台北報導 針對洪重丘家屬今(4)日上午向總統馬英九陳情，盼洪仲丘士官死亡證明書應清楚載明死因為「他殺」，國防部表示，已轉告軍檢署於今日下午先徵得主持複驗之石台平法醫同意後，開立死亡方式載明為「他殺」之死亡證明書，並派專人親送洪府家屬親收。 另外，針對陸軍頒發故洪仲丘下士旌忠狀、陸光獎章及追晉中士一事，國防部指出，故洪下士因「漢光29號實兵演習」期間，負責機動運輸、輸具調動等全般事宜，陸軍司令部追頒「陸光乙種獎章」一座，並依規定及權責辦理故洪下士追晉中士。 同時依據旌忠狀作業規定：亡故官兵，生前曾受政府頒給勳、獎章者，循例由單位申請頒給旌忠狀；其作業程序係分層負責，由陸軍司令部向後備指揮部提出申請，並經後備指揮部審認後核發，無須經過國防部長、行政院長及總統核定。 對於陸軍司令部相關處理作業尚欠週延處，國防部表示深感歉意。
